Kigali Innovation City to commence Phase 1 and 2 Infrastructure Packages

SMEC has been appointed as the Engineer of Record Advisor to support the development of Kigali Innovation City (KIC) Phase 1 and 2 Infrastructure works. SMEC advisory to KICCL under the FIDIC Yellow Book framework, will play a pivotal role in ensuring construction quality and compliance, and improving the contractor performance over the next 18 months.

 

SMEC and sister company Surbana Jurong recently collaborated with the Rwanda Development Board and the Kigali Innovation City Corporation Limited (KICCL) to develop the Kigali Innovation City masterplan, land use plan and infrastructure concept design.  SMEC’s continued involvement ensures the project adheres to international best practices while prioritising safety, quality, and timely delivery.

 

Positioned as the ‘Digital Heart of Africa’ KIC will span 61 hectares, bolstering Kigali’s ambition to become a premier innovation hub. The development will host universities, tech firms, and mixed-use spaces designed to promote research, innovation, and economic growth.  As the Engineer of Record Advisor, SMEC will support KICCL overseeing critical contract administration tasks, such as:

  • Financial performance of the works contract.
  • Recommending the issuance of performance certificates.
  • Reviewing and recommending approval of construction programs.
  • Evaluating variations and recommending instructions.
  • Ensuring adherence to safety standards and professional conduct on-site.

In addition, Surbana Jurong in partnership with SMEC, is actively undertaking the on-site supervision role for the infrastructure packages, managing, and reviewing construction documentation, ensuring adherence to specifications, and inspecting and testing works to ensure quality and safety.

The infrastructure packages comprise a new road network, water reticulation network and bulks, sewer reticulation network and bulks, sewer treatment plant upgrade, stormwater network and attenuation facilities, cable ducts (for ICT/Fibre/electrical), street lighting, reservoir upgrade, new booster pumpstation and landscaping.
