The government of Rwanda’s National Strategy for Transformation aims to make Rwanda among the first countries in Africa to achieve universal electrification. With support from the OPEC Fund for International Development, Rwanda is expected to double electrification rates in the Northern & Western provinces.

As part of the broader Universal Energy Access Program, SMEC has recently been engaged by the Energy Development Corporation Ltd to undertake site construction supervision of rural electrification works in the Gakenke & Muhanga districts. The project scope includes extension of the existing 30KV medium voltage national grid through construction of approximately 174km of medium voltage and 575km of low voltage lines to connect 45,411 households. Set to be completed mid-2024, the project will,

  • enable more cost-effective electricity services
  • sustain a reliable electricity supply for households and priority public institutions
  • strengthen the institutional capacity of key stakeholders and managing agencies

 

The SMEC Kigali office has established in depth knowledge of the Rwandan power network system, which is an important factor in completing this assignment successfully. SMEC’s role includes:

  • Review and approval of the Contractor’s detailed design proposals and detailed drawings
  • Supervision of civil and erection works on site
  • Monitoring of procurement, delivery and management of materials and equipment at sites
  • Supervision and approval of site test and commissioning of equipment, system and facilities
  • Carrying out Factory Acceptance Tests of major equipment and materials
  • Administration of all contracts
  • Establishment of contract billing procedures, verification and certification
  • Monitoring of Environmental and Social Management Plans
  • Review and approval of As-Built drawings
  • Preparation of provisional and final acceptance certificates to Contractor(s)/suppliers
  • Preparation of monthly and quarterly project progress reports and Project Completion Report.
