The main objective of SMEC’s services for Phase II is to assist the DPWH establish the technical, economic, traffic, environmental, social and financial viability of the expressway project including the preparation of preliminary engineering designs and project reports. This will include a review of the impact of recent developments in road construction activities and recommend the most viable PPP scheme for CLLEX, taking into account the potential for future extensions of the project.

Once fully operational, CLLEX will provide fast, safe, comfortable and reliable means of transportation from Metro Manila to various destinations in Central Luzon for socio-economic development, thus contributing to the decongestion of Metro Manila. The expressway will also form an important east-west link for the expressway network of Central Luzon to ensure a continuous seamless traffic flow for the motoring public from Metro Manila and vice versa passing through North Luzon Expressway (NLEX), SCTEX, and Tarlac-Pangasinan-La Union Expressway (TPLEX).
The detailed design and construction for CLLEX Phase I was funded by the Japan International Cooperation Agency (JICA) with counterpart funding from the Government of the Philippines. For CLLEX Phase II, a concessionaire/project proponent will be selected from the private sector who will finance, design and construct the project and subsequently operate and maintain both Phases I and II.
Traversing the provinces of Tarlac and Nueva Ecija Phase I spans 30km connecting with the end of Subic–Clark–Tarlac Expressway (SCTEX), passing through the municipalities of La Paz, Zaragoza and Aliaga, and ending at Cabanatuan City. CLLEX Phase II is a 35.70 km extension and connects Cabanatuan City and San Jose City in Nueva Ecija.
Phase I is partly operational, with the government aiming to complete it by March 2023, and is currently toll-free. The expressway will be tolled and opened to other classes of vehicles once CLLEX Phase II is completed. As Transaction Advisor, SMEC will conduct the following services:
